An off-duty officer whose personal car was lightly struck by a young minor driver placed himself in the exercise of his duties, grabbed him and held him on the ground, arrested him without legal grounds and seized the vehicle keys. The Tribunal found breaches of articles 6 and 7 of the Code, with a conditional stay on one count, and dismissed the racial profiling allegation.
