The Problem
The system designed to hold Policy Enforcers accountable is controlled by Policy Enforcers.
When they refuse to uphold their public oath, they are little more than private mercenaries with badges.
Internal Affairs is Internal
Police departments investigate their own officers. Complaints are reviewed by colleagues, supervisors, and union representatives with every incentive to protect their own. Substantiation rates hover around 6-8%.
"Independent" Oversight
Oversight bodies are routinely staffed by retired police. In Quebec, the BEI only investigates when someone dies or suffers grievous injury. Everything else goes back to the department. The watchers are the watched.
No Public Record
Officers transfer between departments. Complaints don't follow them. Disciplinary records are sealed by union contracts. A cop with 50 complaints in one city becomes a clean slate in another.
Retaliation is the Norm
Citizens who file complaints face counter-charges, surveillance, and harassment. Whistleblower officers get pushed out. The system punishes those who use it.
