In every jurisdiction on Earth, misconduct complaints go to offices controlled by Policy Enforcers. Internal Affairs is internal. "Independent" oversight bodies are staffed by retired cops. Officers transfer between departments and their records don't follow them. Civilian complaints are buried, sealed by union contracts, or simply lost. The system is designed to protect the institution, not the public.

PigWatch exists because no one else will build this. It is a global, public registry of police officer violations — filed under oath by citizens, cryptographically sealed with SHA-256, and anchored on the Bitcoin blockchain via OpenTimestamps. Every report becomes a permanent, tamper-proof public record that no court order, no union contract, and no internal investigation can alter or erase.

Trust Score Methodology

Every officer and department starts with a trust score of 5.0/5.0. Scores are calculated using a weighted formula:

Severity Weight

Low (1x), Medium (2x), High (3x), Critical (5x)

Time Decay

Recent violations weigh more. Full decay over 24 months to a minimum of 20%.

Resolution Factor

Resolved violations count at 30% of original weight.

Filing Type

Sworn declarations carry full weight. Anonymous tips carry 25% weight.

Department Normalization

Department scores are normalized by the square root of officer count — larger departments need proportionally more violations to move the needle.

Public Records: All filed violations are public records. PigWatch does not independently verify the accuracy of reports.

Sworn Declarations: Filing a false sworn declaration may constitute perjury under the Criminal Code of Canada (s. 131), 18 U.S.C. § 1621, or equivalent legislation in your jurisdiction.

Department Responses: Departments and officers may submit public responses to any violation report.

No. PigWatch is free to browse. Filing a report requires a $5 donation to prevent spam and abuse. No registration required.

What is a sworn declaration?

A sworn declaration is a statement made under penalty of perjury with your legal signature. It carries the same legal weight as a statement made under oath.

Can I file anonymously?

Yes. Anonymous tips carry 25% of the weight of a sworn declaration in the trust score calculation, but they still create public records.

Can officers or departments respond?

Yes. Departments can submit public responses to any violation report, and the status can be updated to reflect resolution.

What countries are covered?

PigWatch is global. You can register departments and officers from any country worldwide.

How is this funded?

PigWatch is funded by $5 filing donations and voluntary donations. We accept no advertising or Policy Enforcer funding.
